Porcupine Meatballs

1 lb ground beef
1/4 cup chopped onion
1/4 tsp pepper
3 cans tomato sauce
1/2 cup instant rice
1 tsp salt
1 cup water

Mix meat, rice, onion and seasonings. Form into small balls. Put in a baking dish and cover with tomato sauce and water. Cook at 350* for 45 minutes or until meat is done.
