Texas Burritos

1 lb ground beef
1/2 cup chopped onion
1/2 tsp cumin
1/4 tsp garlic powder
1/2 tsp chili powder
salt & pepper to taste
1 Tbsp flour
1 can regular diced tomatoes
1 can Rotel
1 can refried beans
shredded cheddar cheese
1 package (12 count) flour tortillas

Brown beef and onions together; drain off grease. Add spices, flour, tomatoes. Simmer 1 hour.
Place on each tortilla: 1 spoon chili mixture, 1 spoon beans and cheese.
Roll up and place in baking dish. Pour extra chili mixture and cheese on top. Bake at 350* for 20-30 minutes. Cover for moister burritos.
